I am looking at the sheet music and counting along and it is indeed a very fast three, which if it were being conducted would be in 1. So that is presto. It might sound slow, but if you were to tap you feet 3 to a bar, you would be tapping like crazy, and your instinct would be to tap on the downbeat only. So that means it is fast. Not vivace-fast, but presto-fast.
