All soaps do this and I have no idea why.. Stephen would not be able to "drop the charges" its out of his hands the cps would decide whether or not to pursue a case or not. Also very much doubt 2 police officers would come to your house to inform you anyway you'd get a phone call or a letter. Ridiculous storyline.
