1. Yes, it should be.
2.While transportation it must be in horizontal position
3& 4. After closing of poll & switching of the control unit , it must be in horizontal position

EVM cannot be hacked. Political parties, when thy lose, always allege that EVMs are hacked. But never have they approached any courts with their allegations. Because they know what they are saying is just rhetoric to fool the public.
