I know they first started filming the show in October 1978 and the first episode was broadcast on 27th February 1979, but there may have been a longer gap for the first 16 to 20 episodes when they didn't know whether the show was going to be popular or not.

The rules state they are actually permitted one of each per week. Also, Erica should not have been asking Vera if the new rosters are done because that is the duty of the Deputy Governor, and so is no longer her responsibility. Finally, Erica should not be discussing the initial outcome of the Deputy Governor's leave application with Vera, especially before he has even been told himself!
