No, that's because Reunion has high base ATK How damage calculation works is that ATK is reduced by target's DEF, if you have high enough ATK you can deal damage to high DEF without PP Union and Reunion uses ATK+MATK as base value to calculate damage Dual Bringer equalizes ATK and MATK, too So suppose you have 8K ATK, your Union and Reunion will have about 16K ATK
