Scope & Content: Parts 1-3 are cartoons dramatizing the need to conserve food. Part 4, Senate proponents of the Food Control Bill of 1917, George Earle Chamberlain and Willard Saulsbury, pose in a room at the U.S. Capitol. Food Administrator Herbert Hoover leaves the White House. Part 5, speaker of the House Champ Clark signs the bill and hands the pen to Rep. Asbury Francis Lever (S.C.).
