  • Since the passing of the historic Paris Agreement in 2015, governments are pledging their commitment to net zero carbon emissions. Major cities around the world are also exploring innovative ways to reduce their carbon footprint. From green energy to sustainable farming and tourism, several cities are embracing a new urban planning concept - the 15-minute city. The idea is that everything we need - workplaces, shops, parks, schools - should be within a 15-minute walk or cycle.
    Spearheading this concept is the French capital of Paris. Its mayor Anne Hidalgo has championed it since early 2020, and has embedded it into a broader plan to promote active mobility at the expense of cars. Many cities have touted it as a climate solution and have achieved considerable success; cities including Houston, Milan, Brussels, Valencia, Chengdu and Melbourne, as well as Paris where it is best known.

    I have no problem with the 15 minute city. I actually think it’s a very good idea for so many reasons. Exercise. Noise control. Save money. Environment. Less stressful. They use the word “scheme” a lot in this video. As an American, when we hear that, it is taken in a negative context.

      Yeah I agree. However many conspiracy theories have been made and quite understandably because a lot of media and even some politicians have portrayed this is a “lockdown” or “total control” which is simply ridiculous. No one will be locked into a “zone”. The concept is to add more services, shops, bike lanes, better walkability etc to cities and towns which is great.

      The concept of 15-minute convenience for citizens is fine. It's the political talk of these cities existing as part of restrictions on free travel and other suppressions of human rights that's the problem. At that point, the 15-minute city becomes the new face of fascism. That's not exactly fair to the technical design of the city, but the fault lies with politicians who are abusing the concept for personal power and control.

      ​@erpura8937 I mean looking at car infrastructure cost in the EU alone. They did a study for this and came up with the following conclusion, for each EUR you spend on your car, the government generally needs to spend 8EUR in added cost (due to infrastructure & maintenance cost, decrease in health both for those inside cars and those outside, accidents, pollution etc). if less people use cars, more of that money can be spent on subsidizing public transit. Car infrastructure is a huge black hole financially to society. In contrast walking has a positive impact financially (due to added health benefits), bicycling cost about 0.8EUR extra for every EUR you spend on your bicycle (abysmal with other words due to how little money you spend) and public transit cost 1.9EUR for every EUR spent by riders. I live in a 15 minute city and it's great. And countries like the US is doing themselves a financial disservice not to implement it.

What is new is the increasing buy-in of previously sidelined prudent concepts and ideologies, resulting in the push-backs of previously faulty ideological routes we had decided to take, shortcuts, for the sake of immediate pleasures and comforts over long term logical outcomes.

    I live in Selby, Yorkshire, its a natural 15 minute place and it's very good.Anywhere I need to go on a normal weekly or even monthly basis is no more than 20 mins away on foot or 10 mins by bike. I can also get to York, Leeds or Doncaster for £2 on the bus. That takes care of anything but 6-8 trips a year. There should be more places like Selby.

    The PCN currently feels like it has been designed for leisure, when it has so much more potential if we re-tweak it for commuting. Singapore is small enough that many trips that could be done on public transport could also be done by bike. An adult cyclist rides at up to 25 km/h. Let's say we cut that to 15 km/h accounting for traffic stops. That still gets you to the CBD from Clementi, Yishun, Punggol, or Tampines at least. And it also gives people their daily threshold of exercise, addressing a second issue the world faces.
    Conversely, the COE-enforced vehicle quota makes many roads wider than they need to be. Repurposing 0.5 - 1 lanes of many such roads into faster cycle paths with trees to shade them would make cycling much more efficient.
    Given the conflicts between cyclists and pedestrians on many footpaths, this would be a huge benefit. And a nice bonus would be that reducing the amount of asphalt would also reduce the urban heat island effect.
    We have so much untapped opportunity to make SG a 15-minute city, and it costs less than many big-ticket infra projects.

      Shared lanes are just condusive to encouraging commute by bike. Bike Lanes exclusive for the use of cyclist (like copenhagen) should be seriously considered. With half-hearted effort, our government simply painted part of the walkway red and have a bicycle logo on it, nothing is done to encourage pedestrians to not use the lane. Cyclists still get strange looks when going a little faster in the "red lane"

      What about those of us who cannot walk or ride a bike due to a physical ailment? What if my friends and family are not located within 15 minutes or I simply want to drive up the mountainside to get away from the city? Why are you all so sold on giving up your freedoms to make your own decisions on where you want to go or how you want to live your life. This is Socialism pure and simple at work here.

      @@foreverclint Dunno, I feel more freedom being able to spend or invest my money however I wanted, instead of being forced to spend $10K of it per year (and in Singapore, $100K) on registration, fuel, and maintenance liabilites just to have the mobility to participate meaningfully in society.
      And, not denying the needs of disabled people to whom you refer, by having more options re mode of transport, I have more power to "make my own decisions" and not hog roads, giving them more space and freedom to use them as they need.

    The 15 minute city is basically going back to how cities functioned at the turn of the 20th century, back at the time when rickshaws were still common across Singapore and Southeast Asia. Anything that would reduce dependence on cars is good for my books. I really don't get why people are up in arms against this.

      it's another population control tactic. Just becomes easier to herd/keep track of people if they all live in these little district bubbles where everything they need is located. Little mini gulags that can be shut down to prevent people from entering/leaving each 15-minute city. Another way to limit human movement.

    Bicycles are a blast to ride . If a person is so out of shape that they have to drive everywhere then they are headed for a shortened lifespan . The part about forty three percent of all daily commute trips in cities are just a few miles or kms confirms it is easy to do on a bicycle even for an old fart who smoked for fifty years . I love trains and trams too .

    Take, for instance, PM Lee’s recent lament of the shortage of engineers in Singapore. The problem has become so acutre that we have had to engage Swedish and Japanese engineers to help us figure out what’s causing the interminable breakdowns of our MRT system. Transport Minister Khaw Boon Wan even exhorted our train operators to look to Taipei to emulate the reliability of its rail system.
    At the risk of belabouring the point, how did we come to this after 50 years of PAP rule?

    As a bicycle commuter from the USA, first thing that caught my eye in the thumbnail and first twenty seconds: the commentator is riding a bicycle that is too small, so i have trouble taking this video seriously.

      No, it’s the exact opposite actually. I’m disabled and can’t drive and public transit is FAR more disability friendly than cars are. Not to mention, the sheer amount of drivers that don’t care at all about pedestrians trying to cross the street, and how almost nothing is done to make those streets safer.

      Maybe if those kids and elderly wouldn't risk being mauled by cars, they'd be able to travel by themselves, including the disabled, since a mobility scooter won't get hit by a pedestrian in a pedestrianized area. Also pedestrianized doesn't always mean "cars banned", exceptions always exist.

      When locals do not want to apply for some of the most menial jobs, it is inevitable that foreign workers will be allowed to fill in the void. After all, having enough skilled manpower is still more profitable for businesses than investing in automation.

      Like it or not, there is a labour pyramid. In order for more of the locals to stay at the top half of the pyramid, you'll need to fill the bottom half of the pyramid with foreign workers and make the pyramid larger. Unfortunately, the less capable locals may face more competition at the bottom half.

    How will you stop people travelling more than 15 mins from their home, given that average walking speed is 4mph than means people will be confined to a 1 mile radius of their home. What level of force and coercion will be required to enforce it. Can you imagine having family 40 miles away and being told you can never see them again. Also if people need to attend a medical appointment 5 miles away would that be allowed.

      What? No one’s stopping you from going beyond 15 min in distance. It’s a relative concept in the first place, depending on which method of commute you take. All it means is that you’ll be able to get wherever you need to within 15 min on average without the need for a car.

    I'm all for this plan and project. Where I live cars and automobiles are everywhere, making noise all the time....🙄day and night the traffic noise never stops.... 😂 its nauseating
    One day I thought, this is seriously not normal. 🚦🛑🚙🛵🛻🚘🚦🚧🚗🚕🚔
    You have no idea how many times I wished for a total EMP blackout just to get some peace and quite from all the nonstop traffic noise.😆

      You LIKE commuting 2 hours to and from work every single day?
      You must be a masochist!
      Me I have to drive for a living.
      It's hell. Every day someone tries (intentionally or unintentionally) to kill me!
      I can't see oncoming traffic for parked cars. Oh and did I say traffic, yeah, it increases every single day.
      More apartments, more cars, more traffic.
      Deliveries that used to be fairly quick now take longer.
      Deliveries that were always a bit of a stretch, can take an hour or more.
      My prison is my car.
      It's a nice prison, but it's still a prison.

      Those people already have all the control now.
      They've had it for decades.
      A 15 minute city changes none of that for better or for worse.
      It does eliminate your commute.
      Why is that good for the elite?
      Simple, you do a better job at work, if you're well rested, and happy because you see more of your family.
      It's really a win, win, for everyone.
      It's not perfect, but nothing short of Heaven is.

    All the bike lanes, the 15 minute cities deny the reality of a large majority of people who cannot ride bikes (Muslim women, aged people, people with medical problems (which is a huge part of the population) the handicapped, the visually impaired, vertigo or labaryntitis precludes bike riding. men or women with children - even one child is a problem They deny the reality that shopping for food means loads of bags of stuff. If you are single you can do all this with your bike, or transit. Try hauling bags of groceries and a baby cariage and another child in tow. The people behind these ideas have no imagination. They have one goal and close their eyes to reality. They also deny the reality of winters when roads are icy and it is risky to walk. Neither are mothers with children going to push buggies in the snow. No one has every done a market study to get statistics as to bike riders. What is their demographic - young, athletic and single. Transit users also are not women with children, nor the elderly or even middle-aged people if it is grocery shopping that they are doing. Food, bags of groceries are a reality and using transit is totally unrealistic in this regard. Plus, we do not shop only for food. Many household items are bulky - are we go pay $60 for delivery each time we buy a bulky item? Get real, open your eyes to who lives in your neighbourhood, look at the people on the street, look at the people riding buses - are they touting groceries - hardly.

      Haven’t heard of mass transport system. Paying for deliveries of bulked items? It’s just a matter of how often you buy and what you buy. In a long run delivery fees for bulked item is nothing compared to savings from fuel, parking, and time travel spent for daily or even, weekly personal commute.

      Don’t go crazy on 15 min city rant. In Singapore we have good public buses at neighbourhood estates within 10 mins walk that comes every 5-15 min interval and public trains system that is available at every town. Not all cities are dysfunctional.
