On the first half of the season Scrub ended up 650lp while KatEvolved ended up 580lp and back on NA Scrub used to be higher LP than him aswell. And they both are in the same mmr bracket, wich is what actually matters, intead of the elo shown there, that changes really fast once you start putting games on. So, no, he's not 10x this guy in elo, never was and never will be, they're both Challenger players and they both can get to Challenger.
