The English subs say "I came up with that menu not too long ago." If we literally translate the Korean he said word for word, it would be "Here jjuggumi (octopus dish) not too long ago developed." Although there is no subject included in the Korean sentence Jeonghan said (which is common in Korean if the subject can be inferred from context), listeners can assume the restaurant added jjuggumi to the menu recently. But the subs made it seem like he added it lol. Hope this helps!
