If you had the innate kneel down to put leg irons in instead of you kneeling down, then the key holes would be faced down making it that much harder for the inmates to try to pick the locks.
The belly chain is applied much too loose, the prisoner could easily slip them over his hips. It should be tightened so that it fits snugly around the prisoner's waist. Prisoners are put in restraints for security reasons, not for comfort.

And considering that, it does a great job!
