Because there’s block panels between the piers. You could bond them in but for the sake of 3 courses of blocks this is just as strong and quicker. The bricks will be bonded when we come above the block work panel as the piers will continue to go up so timber panels can be built in between the piers 👍🏽

If the outside piers are plumb can’t you keep the inside brickwork pier in line with out side perps instead of keep pluming the inside piers?

Even with the wall ties it's still a straight joint not structureally the best tie for pier work but still good neat build
