Northern New Jersey here, my rear passenger door does the same thing; I can make an appt for dealer to fix the seals but do not want to spend $600 on parts & labor, so I do what you did after heavy rains.
I had this same issue with my 2020 Toyota Corolla. I took it to the dealer and they said they forgot to remove those rubber caps when they sold me the car 🤷 No idea why they're there to begin with.

Exactly I can't afford to spend that amount so yes I jus leave them open now and so far no problems. Cheers!
After thinking about it, maybe the tabs are to allow a slower controlled leak but also it could be clogged up by dirt... maybe!
