In my opinion. The browns ink is a genetic throw back to they're ancient ancestors. Squid, octopus, and cuttlefish they're ink is brown, only turning black when exposed to air.
Maybe they need to expose to enough Oxygen when they are born to get their normal color and if not they Will stay with Brown ink, But of they have way more than necessary it becomes black?

I have the idea that the Officer eventually becomes the main villain of the series, after by the emotional hit by Clampearl, The Officer utterly snaps and decides to destroy all not only the browns but everyone who are friends with the Browns. Eventually, he decides to become dictator of Inkoloplis and plans to Take over the world with his Anti-Brown message and turning the world into his playpen.
I feel so bad for the browns. They don't deserve to be hated. They should be liked and loved. They should support them, instead of acting like it's illegal. So they should be loved than hated.

As someone who IS tan, I don’t see this as racism in the literal sense, since dark skinned characters are also afraid of the Browns, and it’s based on their ink color rather than skin, race, or species, but discrimination and oppression themes are very clear as day, no doubt about it. The closest I can call it is extreme colorism, or ink-based colorism. It went from understandable (as in the brown ink used to accidentally cheat the system), to pure hatred, antagonistic misinformation, and discrimination. This could happen to any demographic.
