It means a person who uses a lot of twisted phrases, which is a mixture of self-development desire (remarks to improve the appearance) and inferiority complex seen in adolescents in the second grade of junior high school. It is a popular slang that most people understand in Japan. The interesting part of this song is that the guitar young brother "Maximum the Ryo-kun" sings what he wants to say, but Finally, on the drums, the guitar old sister "Nao" is calmly singing that her brother's brain is "Chuu-ni" or less.
More accurately, it's kind of a satire about hanging onto those feelings of bitterness well into adulthood and refusing to move on and grow up. In the climax of the song they do this big build up about gathering up all your anger and resentment, and then abruptly change the tone of the song to basically say "just let it all go."

They were introduced as the "Super Girls Metal Band" on their official debut in September 2019 at the METAL WEEKEND 2019, Zepp Diver City, Tokyo, where the band opened up for heavy metal legends, LOUDNESS and HAMMERFALL. They done lots of classic metal song covers from the like of Iron Maiden, KISS, Skid Row and Helloween to name a few. They released numbers of singles and their full-length debut album will hit the market on 17 December. Their third single titled DISSENSION, released on February 2021, is heavy and featuring Mayu (their vocalist) banshee-like screaming and clear vocals. I am a metalhead, mandy isnt, so we like to look up the lyrics for parts she doesnt understand. A lot of times, you can gain new insight into what the song or video is trying to convey by reading the lyrics or watching a video to a song you already know.
Who told you this one is apparently not as heavy. Lol. Also who cares what they are saying. Non Japanese fans of this genre, at least couldn’t care less what they are saying. If you ever gonna sing along, you won’t sing the English translation. I mean I could wrong as I speak for others. But I rarely research the lyrical meaning behind music I listen to. Especially metal.
