The cartridge is not illegal. Emulation is perfectly legal. Morally, you can say it is a gray area. But it is not illegal. Downloading roms is. You can rip the roms straight from other cartridges and be fine (though, in this case what's the point in that if you already own the other cartridges for the n64 games, unless you REALLY don't want to switch the cartridges out) Edit: the specific one he got is probably illegal though, cuz he is essentially reselling games at a lower price without the permission of the IP owners.
This isn't a emulator it plays from the real hardware it just dumps the games to trick the system there's no emulation whatsoever unless you're playing the nes or snes games
