in order to put your arms up, your feet must be 3ft away from the opposing players' "grounded foot" which is the first foot that player landed on. When they jump, they are getting around this rule, but must put their hands down once they land. when they're standing next to them it's because the umpire has called them for breaking a rule and they must stand "out of play".
