If the phrase is essential (important) to identify the noun it's modifying, don't offset it with commas, if not, do it. The man jumping in the air win the match. (It's telling which man the writer is talking about.. don't use commas) Rahul, jumping in the air, won the match. (Rahul is already identified)

Two things to note here : 1. Both the objects - BEING LIED TO and TO BE LIED TO - are passive. The subject receives the action. 2. HATE is a verb that is followed by a gerund rather than an Infinitive. So, the second sentence won't be preferable to employ. But some people still use an Infinitive after the word. I'll go with the first one. Hope this answers your question!
