I even tried to used a smaller hook and it was still 14cm. anywho , it is cute. Her starting circle of 15 is a lot. Most hats only have 12 stitches. See if you can frog your project and only do 12 as you’re starting circle. Or you can drop down one or two hook sizes.

My crown keeps coming out bigger than 14cm even after I followed your directions exactly what am I doing wrong?
I used bigger yarn so I had to skip the last row everytime to make it the right size and it turned out very well maybe you could try this ?
