It does seem inconsistent though since you're right that most of the time he can't, so my best guess is that if he was already going to attack, he can just choose not to erase that attack so it still happens in te, but he can't perform a new attack while in te that he couldn't have done without te.
this reminds me of the part 3 ova, where dio's time stop teleport was animated in a similar way, ie, not, there was no visual like the screen flashing black, no sound effect, he was just GONE

I think that after Stardust Crusaders, the fight was over for the survivors and the need of fight or training too. Jotaro get graduated and did a lot of other things, so, he could be a bit rusty, after all. Part 4 was his return to fighting days.

It’s sad because in part 3 he’s this absolute boss who doesn’t care if anyone gets hurt or is in his way, by part 4 he’s controlling his emotions to not be so angry which in the end gets him weaker and eventually part 6 rolls around and jotaro is this super calm guy who is trying to do everything slowly and not rush any of his actions which eventually gets him defeated and his stand stolen

@@rau1488 for whatever odd reason, araki really just trying to prevent star platinum from stealing all the spotlight.
They nerfed him in part 4 aswell and even in part 3 he only got time stop when he fought DIO and was injured during that so you never got to see him at peak strength
