It does seem inconsistent though since you're right that most of the time he can't, so my best guess is that if he was already going to attack, he can just choose not to erase that attack so it still happens in te, but he can't perform a new attack while in te that he couldn't have done without te.
this reminds me of the part 3 ova, where dio's time stop teleport was animated in a similar way, ie, not, there was no visual like the screen flashing black, no sound effect, he was just GONE

I think that after Stardust Crusaders, the fight was over for the survivors and the need of fight or training too. Jotaro get graduated and did a lot of other things, so, he could be a bit rusty, after all. Part 4 was his return to fighting days.

When you think about how far Jotaro and the crusaders got in part 3 without an actual healer you think about how lucky they were. If any of them had taken a wound like 2:10 it might have put them out of commission for the rest of the journey cause thats not just "oh a trip to the hospital and I'll be fine" nah dawg thats a trip to get something amputated So instead araki just gave them a LOT of scrapes and bruises. (With the occasional broken ribs)

@@rau1488 for whatever odd reason, araki really just trying to prevent star platinum from stealing all the spotlight.
They nerfed him in part 4 aswell and even in part 3 he only got time stop when he fought DIO and was injured during that so you never got to see him at peak strength

For people who think jotaro got hard nerfed it's true his time stop is nerfed but physically he is the same or even stronger for the rat he can casually solo it but he wants to train josuke (and also underestimated the rat) and sha... Sha is sha you can't do much as sptw (fun fact the entire part 4 would still remain the same if sptw ts is still 5 seconds)
i think its funny and even more cooler when we get to see how time stop works without the eyes of jotaro actually

My guess on why jotaro don’t use star platinum to deflect or block the bullet of the rat is to make sure the rat won’t run away when it realize it’s no match for star platinum. Giving an opening for josuke to shoot it!

Tbh, fighting anyone with power of stopping time is a terrible experience, not only they can avoid your attack instantly, you won't even realize that you're already dead until the time start moving again...and this is only if we considered there is a limit, if there is no limit, imagine how many things they can do in a instant...they can even wipe out a whole country if they put effort into it, all in a instant
