The first two rules here are common in America too. It's fun seeing how people have similar customs, and thinking about potential reasons why, and also knowing how to stay polite in a different culture.
Based on the way Japanese culture works, especially in the cities, I think it would be unkind. You would be implying you don’t care if they are busy or want to be by themselves.
