This installment of Pokémon is my favorite, I love gen 5.2. This is the reason why, you can fight old trainers and champions. Why can’t they add something like this to older games (granted battle tree had some older trainers).

I really like how all of the Gym Leaders in the PWT stepped up their game. I actually consider each of them a threat now. (And incidentally, the PWT is part of the reason why Black and White 2 is my favorite Pokémon game.)
If Pokemon Origin I anything to go by, they leaders' PKMN strength depend on how strong the opposing trainer is, which is why Brock is really super string but went easy on you because you are a noob trainer.

You’d use Gen. 1 Pokemon against Brock and all the other Kanto Gym Leaders in the PWT Kanto tournament (even if they’re using Pokémon that are not from Gen. 1). I’ve done it before several times, and I’ve had no problems with it. So it’s not impossible to do.
The tournament organizers were probably like "So, we'll invite every gym leader from Kanto, including this 1 guy named Giovanni, who's a former Team Rocket leader by the way, which is a criminal organization that stole other people's Pokemon, literally had off-ed Pokemon, and abused Pokemon in the past. Not to mention this guy had abandoned his own son for the sake of his criminal organization and took hostages on Silph Co. back in Kanto. Let's invite him!"
You fight them in the Kanto Leaders and World Leaders Tournaments Kanto Leaders: Unlocks after beating Unova Leaders (which Unlocks after beating the game, you talk to the red receptionist) World Leaders: Unlocks after beating all Regional Leaders Tournaments (Kanto, Johto, Hoenn, Sinnoh, and Unova)
This sucks, because you can't trade now in Pokemon Black 2 and White 2, the Pokemon Company needs to make it so you can do online stuff like the other Pokemon games on Pokemon Black 2 and White 2. ;-;
