iivyyyl he asked twice to co-operate and let himself be taken but twice didn't want to go, hawks tried talking to him multiple times about it during the time they were in the room before dabi showed up but twice started to attack, hawks killed him while he was getting away because he couldn't let a dangerous villain like that just go. hawks stated before that twice was the enemy they had to worry about the most because of how dangerous sad mans parade is, and hawks was left with no choice then. he could either kill twice or let him leave, if twice left he would regroup with the others and kill so many heroes with sad mans parade, and all the investigation hawks did would have been for nothing, as well as his his wings would've just burned up in vain. for these reasons understand and support his decision

Hawks really is the number 1 support hero out there. He may not have the raw power to fight the biggest threats, but his flexibility, multi tasking skills, and utility makes protecting the innocent around him so much easier.
Hawks comes off as arrogant and boisterous, but actually he's really intelligent and deep down has a good heart. He just wants people to feel safe and he wants a world where heroes don't always have to risk their lives and have more free time. It seems like he purposely provokes people to try and get at what's beneath the surface, get them to say their true feelings. He eggs them on as a way of encouraging and bringing out the best in them. I love trickster types like Hawks and it helps that he's easy on the eyes too lol.
