I mean, as the waiting period nowadays is around 15-18 months, so, during my bachelor's degree am I eligible to apply before 18 months or after completing my bachelor's degree then I am eligible to apply for both German university offer letters and apply for the visa. there is a prerequisite for applying for a scholarship is that you should be a national of a country listed on the OECD-DAC list (except Bosnia-Herzegovina, Croatia, Macedonia, Montenegro, Serbia (including Kosovo), Turkey). Pakistan is not in the list of OECD-DAC, so the scholarship you're talking about is not for pakistani students.
Pakistan is not included in the most important category of this scholarship, that is "Study Scholarships - Master Studies for All Academic Disciplines • DAAD", Which means the courses are very limited in which Pakistanis can apply for DAAD scholarship.
