I remember when this version of the National Anthem aired on WBOC-TV 16 in Salisbury, MD; however, they carried the full version, where the SSB was actually played twice. Nonetheless, I haven't seen this in years; thank you for posting.

I've seen better representations on other clips of 'MSTS1's', so it's not him.

I don't know when they first began using it, but I first noticed it in 1985. And this recording is from 1987.
wbz-tv has a cool looking test pattern, it looks so colorful.

WPTA in Fort Wayne used that same SSB film. during the sign on in the 1980's.
Probably also 5:00AM during the week for the then national network NBC's early morning news from 5-6:30
