I have seen that metal flake paint and it is very useful and nice for cosplay or props, and maybe terrain; Larger scale stuff, like tom and ben were saying.

Paint that you add an oxider too is fairly common in actual building, its used on real signs and pots and things alot.
But I agree it feels like it wouldn't work on something small

If they are talking about the "dirty down" paints, then it looks like it gets pretty good results. It's an actual brand. The fact that it plays into this joke is purely coincidental.
