Time Wizard is a monster that Joey Wheeler use to evolve his Baby Dragon into a Thousand Dragon by using time roulette and how is it works is that when it land on the time machine the opponents monsters will aged up and turn baby dragon into Thousand Dragon but if it lands on the skull then the Time Wizard self destruct

The 10th toy was called Bad Badtz Maru X Red Eyes Black Dragon although I’m not sure why that wasn’t released in America alongside the other toys so that way we would have had a complete set of Hello Kitty Yugioh plush ornaments
Yes Bad Badtz Maru X Red Eyes Black Dragon was technically the 10th toy in the Yugioh Hello Kitty set but sadly that was the only one to not be released in America and I can’t find out why considering I would love to have that toy just so we would have a complete set of plush ornaments to play with and hang on our Christmas tree
