Pakistan’s main issue lies in its constitution as it gives permission for dual nationality. So nobody is interested in its own country as everyone has option to go to other country. Its not possible in india. So everyone think betterment for its own next generation.
You cannot create a modern, progressive society purely based on Islam and if you try then you became what Afghanistan has, Pak may become. Gulf countries got merchant-mindset, they do not mix trade with religion, always had good relations with INDIA.
