Like the tamarind chutney is for sweetness whereas the green one for a bit of spiciness. The dry one is a neutral one that just adds a taste to the whole thing. Usually served with a mix of all the three but can be altered as per your taste preferences. The green chilli typically doesn't go into the pav itself. It's a side dish for some who prefer zing. As a Mumbaikar, Approved 👍
Most Mumbaikars eat this on the move, and so the green chutni also more often than not ends up going onto the pav itself so that the entire thing can be eaten single handedly and quickly. That being said, yes, generally people customize the ratio as per their liking; I generally tell them to put a lot more of the sweet chutni cauz the generally the hot vada pavs taste very spicy to me and I like 'em very spicy + very sweet...

Drizzle remaining batter in oil in thin strands to make “crispy Chura” (topping for the burger, along with a whole fried green chili). He uses three condiments on the burger. Tamarind chutney: Tamarind from a block, reconstituted, worked by hand, then pressed through a sieve. Jaggery (shaved from a block, but it is available in powdered form) Cumin Ginger Chilies Salt, cooked until thickened. Dry garlic chutney: Toasted whole cloves of garlic, peanuts and coconut all cooked in the same pan Grind together with kashmiri powdered chilli and salt to make a coarse powder.
