7:47 - Just checked: no, the passive says that if his hp >= 50%, he provokes and if an enemy attacks him (not using AoE), then he counterattacks as many times as he was attacked and decreases the defense (def break debuff) with the 30% chance (30% to land def break). The damage is proportionate to his (vritra) max hp.
