Patsy was one of the greatest singers of all time. She had a unique piercing voice, love it! The instrument is a steel or slide guitar, sounds great. Interesting thing about this television performance. Patsy actually was suffering a head cold here. Think of that, all stuffed up and dry throat, and still can sing like that. This was approximately a month before her untimely death in a plane crash.
As previous commenters mentioned, that instrument is a steel guitar, but more specifically, a "pedal steel guitar". There are also "lap steel guitars" that actually lay across the player's lap. Both are played with a solid steel "slide" in one hand and finger picks on the other hand. They are tuned to open chords and the player changes the pitch by sliding the slide up and down the fret board. The difference is that a lap steel can only change the pitch, but the chord type doesn't change unless they re-tune it to a different chord type. The pedal steel as used here, has both knee levers and foot pedals to change the chord type. When playing single notes, it doesn't matter, but when doing arpeggios, it's nice to have the extra flexibility of the pedal steel.
I hear you like low voices, for your other videos, I'd recommend some Home free where Tim foust is the bass, or some Voiceplay where Geoff castelluci is the bass (these are acapella bands singing contemporary music). For Voiceplay - oogie boogie song, and Home free - Helplessly hoping.
