Python seems not there in your computer. If it's there. Then CMD is not able to find python installed on you computer. You have to add executable in the environment variable of windows
The team who made claims it will in 6gb v-ram, I never tested. Based on the performance you see in the video. The v -ram was not a problem, it was around 6gb. So it should work on 1660, may take 4-5 min more time to generate text to video.
