Thank you for clarifying the difference Between the D.L. and L.L. for reinforcing bars, but to be clarified for the lapping positions , that it will depend on what is the layer working on for lapping, that's mean if the lapping will be done for the R,bars in tension side , then it should be at the mid center line of the supports while if the lapping is required to the compression side , then it should be at the mid way of the mid span
Lapping is done through basically three methods 1 splicing 2 welding 3 anchoring by mechanical means Splicing: never splice steel bars greater than 36 mm due to eccentric effect For direct tension : max of 2Ld or 30d For flexure tension : max of Ld or 30d For compression bar: 24d In no case lapping should be less than ( 15d or 200mm)max

development length is not what you stated. it is total length of the rebar of column inside the raft for stress transfer. so its a typical L shape in the case you presented.
For example T 25 mm steel total standard length 12 m so how we have give overlap 25×5= 125 means 1.25m we have required overlap _____________1.25m______
