i think we have to change our government and army of both sides with our behaviours... like our social media force of both sides getting more close to each other for exploration... then both sides of army and government can not make us foolish.......

You mentioned Police, and that was correct!!
BSF is not part of Indian Army. It is a Central Police Force under Ministry of Home Affairs. They have the responsibility to manage borders with Pakistan and Bangladesh during peacetime. Same as BSF, the Indo-China border is managed by ITBP, also another Central Police Force. There are others like SSB who manage Indo-Nepal border.
Indian Army doesn't have the authority to maintain law and order during peace time, near the border or inland.
