This is an interesting way to seal your paper beads, I'll tell you how I do mine, I get a bunch of toothpicks & those Styrofoam packs that have meat in them, from the grocery store. I wash them very well with warm soapy water & dry them. Then I put my just made beads on them with the toothpicks. Then I get out either my Mod Podge or my 1 quart of Super Gloss Acrylic floor wax from Lundmark & with a small brush I seal each bead, it dries & I do a 2nd coat. I've been using this acrylic floor wax for a few years now & I have never had any issues, but of course no one should wear paper beads in water.

Absolutely! Before placing on a toothpick, coat the toothpick with wax or dip into candle wax to prevent the paperbead from sticking to the toothpick. I know what you mean. I actually have a pan under the strands while drying so I can reuse the remains from the drip. Just be careful that if your beads bleed with color it may get in the remains of the Petrifier. Enjoy!

My beads are still tacky after first dip... left them overnight... what am i doing wrong?

I personally would experiment with different types of glue but if it's the same as gold foil I would try tacky glue by Aleens

What are those weights you are using? Where did you get them from?
there called bullet weights or sinkers. Their used for fishing. I purchased them at walmart. You don't have to use them . you can also use heavy clips

I was able to get just one bottle of pc petrifier. I feel bad wasting even a drop when shaking off the excess. I guess I have no choice.
