Always max out damage, then you can use your remaining skill points on regen until you can regen fast enough, then the rest of them depends on if the kaiju is brute force or ranged. Or, you can put 10 into damage, 5 into regen, and 5 into health
When leveling always go into max damage with EVERYTHING, after you max damage it's honestly personal preference. But seeing your playstyle I'd say lean towards builds with, max Damage, 4 into Regeneration, and 5 into Health! (With Kaiju like Female Muto who already have crazy base regeneration you don't have to put any)
Tbh godzilla 2019 model is better then g21, the only issue i have with g21 is his head, its just not right, but g21 can easily deal 1800-1900 dmg with all of his melee combined and if you use its breath its 2000+ dmg when you start to fight someone
When G21 got released he was so fucking OP: great speed, tanky (5122 - 6370 HP) a beam doing 2.5k damage, great melee damage (at 1 415 - 600, at2 450 - 690 and at3 360 (i think) - 615 damage) and the At2 have an op tail range when you control lock, doing duel bash and turn around while dodging an attack or something it still do damage
