After the events of rin, since at the time minato was hokage he would feel guilty and realize they just lost the 3 tails and a student so flash forward to 9 tails attack and instead of just kurama its kurama and isobu so minato had a thought the uchiha can control kyubi so he used reaper death seal to put the 3 tails in sasuke and the 9 tails in naruto
Isobu was there bc we never knew what happened to isobu after rin died so we'll assume isobu sensed kurama and joined him
