yeah theres so much that goes into the visuals of water. you have to deal with caustics, refraction, foaming, and a million other things whilst cloth is just a "simple" matte surface. water is way more complex of a topic so its inevitable that perfecting it will take way longer than other things.
im working on an implementation to sounds (in my head, not actually ingame yet) and im thinking about potentially linking it to the number of diffuse particles and their respective speeds. we'll just have to see what happens I guess¯\_(ツ)_/¯

ignoring the uh.. second part of this comment.. modeling in blender is much different then gameplay. The physics shown in this video, although look realistic, are not accurate. Blender is all about accuracy, and sacrificing compute times is something that just has to be done, and thats not even including the actual tools that are used to make the physics act how you want. Sometimes for an artistic style you want simulations that follow weird rules, such as maybe you want water to spill and form a puddle in the shape of a dragon, or something like that. anyways, regardless, if it was easy, I'm sure someone would have done it already
To be fair, water is literally one of the most challenging things in VFX, if not THE most challenging thing. I mean, it takes SO MUCH to make good-looking water ALONG with physics renderings. Wish I had the dedication and patience to learn things like this.
An incredibly ham fisted approach would to “””just””” reverse gravity for the particle simulation and replace the 2d sprites of normalmap spheres with a smoke sprite. If you want to get fancy, you could have light bending particles with the smoke particles to simulate hot air

I feel like GCloth could become its own mod because when you think about it cloth can be just as customizable, you could add tearing, elasticity, malleability, soaking, etc.
