Contractors dont process materials... They install. It's up to the manufacturer to 'process' the material they are selling. When you do things on a budget, this is what happens.

Parents should have all chipped in for creating the problem. Kids clothes got a little dirty from a natural wood chips/fiber with or without coloring. A complained enough another route was tried an it backfired. What did they not want to do wash their kids clothes or something good lord. An if it was bad. It’s not like every other kid wouldn’t have the same type of uniform marks so your kid wasn’t like the odd one out. A their not there for a job interview or something good lord. I don't see liability insurance paying for a contract dispute. That would be covered by a contractor's bond, which is relatively rare to have contractors have that coverage. Her other alternative is to sue the contractor if the contract wasn't actually met, or to sue the mulch company if it wasn't as advertised or didn't warn about causing stains. If the contract didn't specify non-staining mulch or the equivalent mulch conforming to that standard, she has no expectation of recovery.

There are OUTSTANDING rubber mulches out there that DO NOT stain, the was cheap landscaping mulch, not playground mulch.

Easy fix...vacuum the material and wash - then seal it...simple enough the "con-tractor" should have processed the material BEFORE INSTALLATION!
