"He will be the first from manipur to be appointed a judge of the supreme court." sir you said that was a passive voice. Here the active voice is "They will appoint him as the first judge from manipur to the supreme court" please correct me if my sentence is wrong .
Your active voice sentence is almost correct, but it needs a small correction:
"They will appoint him as the first judge from Manipur to the Supreme Court."
Or, in a more natural and idiomatic way:
"They will appoint him as the first judge from Manipur on the Supreme Court."
Or even:
"They will appoint him to the Supreme Court, making him the first judge from Manipur."
Your original passive voice sentence is:
"He will be the first from Manipur to be appointed a judge of the Supreme Court."
All of these sentences convey the same meaning, but the active voice versions make it clear who is doing the appointing (likely the President or the government).
