Ceuta and Melilla were part of the Spanish Monarchy long before, centuries before any marrocan country existed. Gibraltar was spanish and was taken by force by the english. That's the difference.
The difference is that in the case of Ceuta and melilla these cities never belonged to Morocco and gibraltar was taken from Spain without being noticed during the war of spanish sucession
If Morocco was preyed upon as you say, it may have had something to do with them launching countless raids on the spanish and portuguese coasts after the Reconquista was finished. The Morisco Raids were launched from moroccan ports. Thats why both Ceuta and Melilla were conquered, as watchposts against the corsairs.
And the Spanish and Portuguese never launched raids unto north Africa? Heck, Portugal even launched a full Crusade in order to conquer and Christianize Morocco. What are you even implying?
