I followed same procedure still I'm unable to get connected. Since a year I didn't connect to wifi 😑 .May be because of that the device not connecting. Before it was working nicely. Now it's working after I spoken with Wipro customer care .they told wifi should be 2.4g only, smart bulb can not connect to wifi when it's 5g.
Try with mobile data I was facing the same issue but it's working now 🤟
