Yes it does. If it goes outside the range then the microphone wont be able to register your voice in the system!

It again depends from person to person, but if the voice is high pitch, it definitely cannot be anywhere near to mouth or nose, has to be away from that

Yes and no. Yes the pitch needs to be moderate, but it doesn't specifically need to be in between that number.
Speak as naturally as possible, and don't try to alter your voice at all.
