Should i use all my speedups to reach the level 21?
Play efficiently use only on needed as i said in vedio and rush only in events
can you take some time and tell me what you used your universal speed ups on? i have a bunch of em. I bet you used most of those speed ups
You can use it on important research like t4 unlock t5 unlock etc.. and some upgrades of hall of order if you finished main priority then use it for building troops
Dont waste universal on other building upgrades like mines, storehouse,scout camp etc

Actually both are important in my say getting builder increases the building speed by doing 2 at a time , similarly getting VIP to level 7-8 will get you to have 2 research queue which is also pretty important
