The date you see in the description isn't "uploaded", it's "published", which is when they set it to public viewing and it shows up in TH-cam subscriber fees, in the search and elsewhere.
The term "being gyp'd" can be considered very offensive, but just the word alone is not, explicitly, a slur. We did look this up. There is a lot of conflicting information, but suffice to say it is absolutely not on the level of other words that are termed "ethnic slurs". Also, that's part of the joke, that the government placed her that job.
"You guys do realize 'gypsy' is an ethnic slur, right?" No it isn't, not in of itself. There are sadly many slurs associated with the various peoples derived from the word gypsy, but while there will be some people who take offence at its use, it is widely used in a non-offensive context.

It is not a slur, and when you hurl accusations such as that both lightly and incorrectly then you serve to negate the impact of actual hate speech.
