you can use ulti 3 times from across the map, you can reduse cooldown to 33sec, its very powerful.

What do you mean exactly? You wanted to have how it was before and after? I focused on what the Scepter / Shard does with the new Patch - for example on the Juggernaut Shard: Aghanim's Shard reworked. Now increases Blade Fury Radius by 100 and slows enemies movement speed by 35%
