I believe the highest amount of agility you can obtain without gems or status effects is 244, with agility amulet, cape of ravenna loyatly(argos cape), a jacket/large fur coat, mercenary armour and mountaineer boots.
This set also gives 66 intensity, which I don't think is useful for this set

Elius Set + Ravenna Loyalty Set is the true highest agility
Elius Set gives more agility than Mountaineer boots and large fur coat/jacket, also gives power which is more useful
