I counted how many balloons and it gave a total of 116 inflated balloons + 2 water filled balloons used as weights.

Violet=17 balloons
Indigo=18 balloons
Blue=17 balloons
Green=16 balloons
Yellow=16 balloons
Orange=16 balloons
Red= 16 balloons
+ 2 balloons of any colour for the weights
