He probably generally doesn't look at Brooklyn as intensely as he looks at Bailey, so when Bailey came as Brooklyn he didn't look at her too much and didn't realize she was Bailey. It would have been interesting the other way around--Brooklyn pretending to be Bailey. He would have probably looked at her much more, and realized she wasn't Bailey.
But with Liv and Maddie you can't really tell them apart when they have the same thing going on like same hair and if Maddie takes of her glasses because they are the exact same person

A) because he is not at all the kind of guy to do that, he is such a loyal sweetheart, B) because if he was a jerk, he's not stupid enough to go for the sister and C) because he was on camera and knew he was being recorded. He 100% wouldn't do that because of A, but B and C are just other reasons. He would either freak out or he would be really stunned and then realize it was actually Bailey.
