I think if you start with inviting two people and put them in a test to see if they are qualified by act and time ...and they repeat the same process, but you will end up making a government which will require violence and evil at a certain time, or you can start with simple still powerful nucleus as a family because humanity started from a couple way back but it will fail in the end , or you will find people that share the same life style and mindset (and some how attract them like flowers and bees they both benefiting from each other) .lastly you can make a combination of all and be optimistic at least not like me.
