Serial killers, rapists, pedophiles, etc. But the torture methods depicted in this video were also done to people who just did petty crime like stealing from a store. They deserved punishment, yes, but not that inhumane torture for something so insignificant like stealing from a small shop.

Like with the necklacing, when they said it was a punishment for r*pists, that made complete sense, but then they said they also used it on thieves, which stealing isn't NEARLY as bad as r*pe.
